Over time, this kind of tea bag made of “seed tea” is called “seed tea bags”, and is the Paochong tea we know today.

NTPC Tea — Wenshan Paochong Tea Evaluation is the most significant evaluation competition in New Taipei City. About 1400 tea products participated in this year’s spring evaluation. It takes five days for the assessment and screening.
